Abt Associates is seeking candidates for an anticipated multi-year, USAID-funded Activity to enhance agricultural productivity and strengthen markets with the objectives of improving food security and nutrition in Mali. This anticipated project will build on the accomplishments of the Cereals Value Chain Activity which promotes integration, empowerment of women, resilience of vulnerable communities and populations, and inclusive development in the sorghum, millet and rice value chains. The new Activity will also support development of the horticultural value chain.
Key Roles and Responsibilities:
Agricultural Technology Transfer Expert: S/he will have an advanced degree in agronomy or related science. Experience is required in the dissemination and adoption of productivity-enhancing technologies including input use such as improved seed and fertilizer, drip irrigation, and climate change mitigation strategies. S/he will have experience working in arid and semi-arid environments in West Africa.
Small-Scale Irrigation/Water Management Expert: S/he will have a degree in hydrology, natural resources management or related field and expertise in the sustainable use of irrigated land. The ideal candidate will have experience in the identification of technological solutions for small-scale irrigated perimeters, as well as in pricing and management of water resources. Experience with strengthening the function of water management committees in West Africa is highly desirable.
Agricultural Small and Medium Enterprise (SME) Financing Expert: S/he will possess a degree in economics or business administration and be familiar with SME financing solutions in West Africa. Sub areas of expertise include supplier credit, inventory credit and warrantage, credit guarantees and other risk management instruments including crop insurance; and blended finance options with the private sector. The ideal candidate will have experience making financing accessible to women and vulnerable populations and have experience working with the US Government’s Development Credit Authority. Experience in agricultural finance in West Africa is highly desirable.
Agricultural Value Chain Expert: Candidates for this position will possess an advanced degree in agronomy, business administration or economics and will have experience with a buyer-led approach to production. The candidate may have value chain-specific expertise (cereals or horticulture) or combined expertise. S/he will have knowledge of post-harvest handling and storage technologies, commercialization and processing of cereals and or horticulture products. Prior experience in West Africa is highly desirable.
Nutritionist: S/he will have an advanced degree in nutrition or public health, and experience working with households and communities to increase the consumption of nutritious, diverse, and safe diets. The candidate will have experience improving the nutrition status of pregnant and lactating mothers and their infants during the first 1000 days, and be familiar with water, sanitation and hygiene (WASH) interventions. S/he will be experienced in nutrition sensitive approaches to agricultural production and will have used social behavior change communication (SBCC) methods to improve nutrition outcomes.
Gender and Social Inclusion Expert: S/he will have an advanced degree or equivalent experience in sociology, anthropology or related field. S/he will have experience working with communities to empower women through mechanisms that support their access to savings and productive assets, influence in decision-making surrounding production, consumption, and household sales. S/he will also have experience in expanding male and youth engagement in nutritious food production and consumption at the household and community levels.
Monitoring, Evaluation and Learning (MEL): S/he will have a degree in statistics or related field and have experience with monitoring, data quality assessments (DQAs), impact assessment, data collection methods, evaluation of development projects and knowledge management using a variety of methodologies, monitoring and management information systems. Prior experience with USAID’s Feed the Future monitoring framework is highly desirable.
Finance, Compliance and Administration Director: S/he will possess an advanced degree accounting, finance, business administration or other relevant field and experience in developing and implementing finance and accounting policies, procedures and systems. S/he will conduct and oversee financial analyses, financial reporting, cash flow analyses, budget development and forecasting. Excellent analytical and computer skills are required with strong experience in Excel and QuickBooks. Prior USAID project oversight experience strongly preferred.
Grants Manager: S/he will be hold a degree in business administration or related field, and have experience overseeing grants systems including finance, logistics, budgeting, reporting, recruitment, and other areas to support grant administration. S/he will have experience coaching in management systems and building grantee capacity to administer grants. Prior grants management experience is required, specifically with the preparation, negotiation, implementation, monitoring and evaluation of grants. Prior experience working in West Africa is highly desirable as is experience managing USAID Grants under Contract in compliance with associated policies, rules, and regulations.
Expected positions will vary by level, including but not limited to:
- Senior Level – PhD with 10 years of experience, JD/ABD with 12 years of experience, MS/MA/MB with 12 years of experience, or BS/BA with 15 years of experience
- Mid-Level – PhD with 5 years of experience, JD/ABD with 7 years of experience, MS/MA/MB with 7 years of experience, or BS/BA with 10 years of experience
- Junior Level – PhD with 0 years of experience, JD/ABD with 0 years of experience, MS/MA/MB with 0 years of experience, BS/BA with 2 years of experience; anything less than a BS/BA requires 5 years of related experience
- All positions require French language fluency
- Senior Level positions will require both French and English language fluency (spoken and written)
- Highest degree obtained must be related to work being performed
- Experience must be related to the work requirements
- Relevant work experience is required for the levels indicated
Prior USAID and/or other donor-funded project experience is strongly preferred. Positions are contingent upon award to Abt Associates.
